Housing-enabling infrastructure supporting long-term community growth on reserve

The project enables Enoch Cree Nation’s plan for community housing.

Fast facts

Scope of work includes roads, water and wastewater systems, utilities, site preparation
Supporting approximately 166 new housing units
Addressing a housing wait list of approximately 350 families

The CIB is providing a $30 million loan towards enabling infrastructure for critical housing development on Enoch Cree Nation reserve lands, near Edmonton, Alberta. The project’s scope of work includes roads, water and wastewater systems, utilities, site preparation and solar panel installations.

Land servicing and development is required before housing can be built and supports long-term community growth on reserve. The project will also create employment opportunities for community members during construction.

Homes will be leased exclusively to Enoch Cree Nation members at affordable rates and designed to accommodate larger, multigenerational households, as well as smaller units for Elders.

Public participation: Canada Infrastructure Bank (CIB)

Private participation: Enoch Cree Nation (ECN)

Term: 27 years

Benefits of the CIB’s involvement

The CIB’s affordable, long-term financing will help close a critical infrastructure financing gap and accelerate the delivery of infrastructure needed to support much needed housing growth on reserve.

This investment is part of the CIB’s Indigenous Community lending activities and represents its largest investment to date in an Indigenous housing project, advancing the CIB’s goal of investing at least $3 billion in Indigenous infrastructure.

The First Nations Finance Authority (FNFA) is providing financing for the broader housing development, complementing the CIB’s investment in enabling infrastructure.

The investment builds on the CIB’s ongoing partnership with Enoch Cree Nation.

For Enoch Cree Nation, housing is about more than having a place to live. It is about keeping families connected to their community, culture and each other. As a Nation, we have a responsibility to take action and create a better quality of life for our people. This investment will help us bring more of our people home, strengthen our community and create a place where our children, families and Elders can thrive for generations to come.
