Improving wastewater treatment and enabling growth in southeastern Manitoba

New wastewater infrastructure supports growth and development in six rural Manitoba communities.

The CIB’s loan, alongside Access Credit Union, will enhance new wastewater infrastructure in some of Manitoba's fastest growing communities: the Rural Municipality of Taché, Rural Municipality of Hanover, Rural Municipality of Ritchot, Town of Niverville, Rural Municipality of La Broquerie and Rural Municipality of De Salaberry.

The project will address current system capacity constraints and give communities and businesses improved access to wastewater treatment. The new infrastructure will ensure that existing homes and industries comply with regulatory standards, while also enabling the development of new homes and attracting new industry to the region.

Water infrastructure upgrades include a new mechanical wastewater treatment facility – the fourth largest in the province – with a modular design to accommodate future growth. The project also includes a new wastewater conveyance system with approximately 90 kilometres of effluent pipeline, new lift stations and new community pump stations.  

The RSR project will create opportunities for local Métis tradespeople. All water and wastewater infrastructure will remain publicly procured, owned and operated by the member communities of the RSR Wastewater Cooperative. 

Benefits of CIB Involvement

By investing in new wastewater infrastructure, the CIB provides the RSR Wastewater Cooperative with the financial certainty to plan for municipal growth and future housing development opportunities cost effectively, while meeting regulatory standards.  

The CIB’s investment is crucial for the continued growth of these communities – without CIB investment, the RSR member municipalities risk non-compliance with wastewater regulations as they continue to grow.

This investment falls under the CIB’s Infrastructure for Housing Initiative, whereby the CIB provides loans to municipalities for enabling infrastructure needed for new housing and community growth.
