Enabling infrastructure for Enoch Cree Nation’s transformative development of its reserve lands

256-acre mixed-use development to advance the community’s social and economic goals

Fast facts

Directly financing construction of water and wastewater mains, roads, utility connections and upgrades
Mixed-use development will diversity Enoch Cree Nation’s economy and create self-sustaining future
800+ direct and indirect jobs, First Nation’s heavy civil construction company on site

The CIB’s $100 million project financing will be deployed by Enoch Cree Nation to develop its reserve land near Edmonton, allowing the Nation to diversify its economy and create enhanced community services for its members.

The CIB loan will be used to construct water and wastewater mains, roads and utilities on the 256-acre development to enable Enoch Cree Nation to separately finance and construct an Elders lodge, cultural centre, health facility, new office and retail space.

The project will create and sustain direct and indirect jobs for Enoch Cree Nation members through its Indigenous-owned heavy civil construction company and the organizations within the planned buildings.

Benefits of the CIB’s involvement

The project is another example of the CIB’s ICII in action and is the second investment in Enoch Cree Nation’s community infrastructure. By tapping into CIB financing, Enoch Cree Nation will access affordable capital to accelerate its community master plan that will provide long-term and meaningful economic benefits and improved access to essential services in community.

CIB’s ICII financing addresses the economic gaps for enabling infrastructure on-reserve and unlocks the construction of current and future buildings that will be financed by the private sector.

This is a historic announcement for Enoch Cree Nation. Like many First Nation communities in Canada, we have struggled to address many infrastructure gaps that hinder our Nation from moving forward. The CIB’s Indigenous Community Infrastructure Initiative has allowed our Nation to borrow the necessary capital to address some of the infrastructure gaps that we are currently experiencing at terms that are financially suitable. This funding enables initiatives that are critical to moving First Nations development forward, and I would like to thank the CIB for walking hand-in-hand with us throughout this process. Together we are leading transformative work that will benefit our Nation, and I would implore other levels of government to consider similar initiatives.
